Russia and US make a fresh start on arms control with new treaty

New Start, which replaces the original Start treaty signed between Moscow and Washington in 1991, limits both superpowers to a maximum of 1,550 warheads each – and an upper limit of 700 strategic launchers and heavy bombers.
